A standout in two sports for the Bison in the late 1960s, Waggoner captured All-North Central Conference honors on the basketball court in 1969 as a forward and won two NCC track and field championships in 1967 and 1969 in the javelin throw. A consistent performer on the court, the 6-foot-5 Waggoner finished as the fourth leading scorer and second leading rebounder in NDSU history. He scored 1,052 points (13.8 ppg) and grabbed 655 rebounds (8.6 rpg) over his career. He captured the javelin title as a sophomore with a toss of 196 feet, 9 3/4 inches, and repeated in 1969 as a senior with a toss of 198-3. In the process, he broke a 33-year old school record in 1969 when he tossed the javelin over 200 feet. After leaving NDSU, he coached at the high school level for seven years.
